Assalamualaikum w.b.t., Salam 1Malaysia and good morning.

  1. First of all, I would like to thank TWA, the organizer for having me in this very exceptional event. I am pleased to see the key ministries and agencies together with industrial figures gathering in this very remarkable event, as highlighted by Encik Azrizal Marzaki, Senior Director of Technology Depository Agency (TDA) as one of the success stories in the history of ICP implementation in the country.
  1. I am also pleased to acknowledge this event is to mark the technology spin-off from the Tamping Simulator Training for the New On-Track Machineries procurement by the Ministry of Transport (MOT). Thank you to the Industrial Collaboration Programme (ICP) that has been successfully managed by TDA. This and many more high-value outputs and outcome have been generated that benefiting our country from economic and socio-economic perspectives.

Ladies and Gentlemen

  1. The implementation of the then Offset programme by TDA have managed to bring back the ‘value-for-money’ to Government of Malaysia. The programme has later been made as a policy which applicable to every Government procurement whichever that exceed the threshold value and this also applied to the procurement on MOT project.
  1. I was made to understand this collaboration between TWAM and KTMB is a result from the implementation of ICP that involves technical and know-how transfers between the two (2) parties. This project will also assist in developing the competitiveness of KTMB in improving productivity and cost saving particularly in the area of track maintenance. I am also proud to note that TWAM is the first in South East Asia to receive and apply such technology of Tamping Simulator by Plasser and Theurer.
  1. I must applaud my colleagues from Ministry of Finance (MOF) and TDA for leading this initiative. It has been a quite instrumental policy tool in ensuring greater economic contribution to the country. The ICP also complementing the various Government’s policies and incentives in making Malaysia as a conducive place to do business and greater market expansion, domestically and regionally. In essence, we can be assured that for every Ringgit Malaysia we spent on Government procurement, the country is getting back five (5) Ringgit Malaysia in the form of technology transfer, human capital development and even quality investment.
  1. In conclusion, I would like to express deepest appreciation to TWAM for this ICP deliverable that will certainly benefiting KTMB and other potential local recipients as the local rail industry players towards healthy competitiveness. I would also like to congratulate MOF and TDA for this initiative and hoping for more impactful ICP programmes to come in huge way.
