السَّلاَمُ عَلَيْكُمْ وَرَحْمَةُ اللهِ وَبَرَكَاتُه
As the saying goes “Start Strong, Finish Strong”, we have started 2019 with great intensity and we intend to finish it with a bang.
Learning from our ups and downs of 2018, we entered 2019 with great plans of achieving new heights in our milestones. We believe that the term “Industry Collaboration Program” or ICP would be best suited to explain the democratization of the growing global economy in maximizing the synergies between the civil and private sectors.
One of our biggest achievement is the signing of the First Tier ICP Agreement that was signed by the Finance Minister, YB Lim Guan Eng. This agreement is for the ICP implementation in Malaysia in relation to the contract for Bombardier Hartasuma Consortium (BHC) to supply and refurbish trains for Prasarana Malaysia Berhad in the Mid-life Refurbishment of 2-car train sets of the Kelana Jaya Line with the contract value of RM 473 Million and the supply of 27 new train sets for the Kelana Jaya Line with value of RM 1.7 Billion. This alone shall provide hundreds of job opportunities over the next four years. Furthermore, this is a catalyst for local industry players to be part of Bombardier’s global strategic cooperation and contribute to the Malaysian economic and industrial growth.
I am also proud to announce that another successful example of ICP implementation in Malaysia with the procurement of the Sungai Buloh – Kajang Mass Rapid Transit (MRT) line. Through this procurement, a rolling stock assembly factory was built in Rasa, Selangor from the implementation of ICP. This is the very first of its kind in Malaysia and is estimated to be worth RM 81 million. This project has generated 200 new high-skilled job opportunities that enables the transfer of knowledge from a leading global industry player in rail technology.
Looking at the future of collaboration, we intend to get more ministries to get on board with ICP. We have continuously been engaging multiple ministries and agencies as part of our awareness campaign on ICP. The most recent event on awareness that has been conducted saw many more ministries learning about ICP in a seminar session.
Another milestone that is in the pipeline is the signing of five (5) Second Tier ICP Agreement between OEMs and higher learning institutions witnessed by the Minister of Education. This collaboration with with the Ministry of Education on the signing of these documents will open doors to universities and colleges to benefit from transfer of knowledge and technology as well as research grants.
Internationally, TDA has strengthen its global presence by hosting the 5th Knowledge Sharing Session (KSS) for Government Offset Leaders in conjunction with GOCA bi-annual Conferences. Further, being a part of LIMA’19 was one of the great milestones to kick off quarter 1 with existing partnerships grew stronger with frequent collaborators. New partnerships developed from sharing the same vision in technology and collaboration especially in the maritime industry with Turkey. A document handing over recently witnessed by YAB Prime Minister of Malaysia and His Excellency President of Turkey was key to signify the importance of the collaboration.
Moving forward, as we rigorously pursue the second phase of TDA Corporate Plan i.e. to pursue our long-term vision to be globally recognized organization and financially sustainable, I would like to remind the following for TDA citizens:
- focus on creativity and optimize the added value to help us to continue growing in a fast-changing environment (continual improvement);
- raise individual productivity as well as ensure that we’re all looking in the same direction to maximize collective results for TDA and the country (concerted efforts and quality of works);
- maximize the corporate values we embrace while promoting work style reform, without being constrained by conventional ideas (DA’IS);
- review the way we do work from scratch and focus on high-priority tasks to maximize the value of what we do (muhasabah and prioritization);
- Rather than spending too much time on planning and reporting, devote more time to action and improvement (actions speak louder);
- Fill our workplace with positive energy with forward-looking endeavors. Achieving sustainable growth will ensure that TDA to be an organisation in which we can all take pride. We need to create workplaces where all employees can work safely, happily, healthfully and actively.
Furthermore, we must be sensitive that the world around us is changing rapidly including the economies, industries and societies. It may seem like asking a lot from you indeed, but with imagination, vision and determination, it can and will happen.
I would like to take this opportunity to thank all our stakeholders – ministries, government agencies, OEMs, procuring agencies, ICP recipients, suppliers and partners – for their continuous support and dedication. We couldn’t have been where we are now without such a tremendous level of endorsement from all of you. I also would like to urge the team at TDA to maintain the great momentum throughout this year and I assure you that great reward will be waiting for you in the future.
